Authorization of vehicle access to the City of Granada
Granada’s Low Emission Zone (LEZ) is an initiative aimed at improving air quality and reducing pollution by establishing access restrictions for certain vehicles based on their environmental classification. This measure promotes sustainable mobility and contributes to citizen well-being.
Furthermore, access control in the city regulates traffic in specific areas, such as the historic center and the LEZ, to reduce congestion and preserve urban heritage. Through surveillance systems and regulations, the entry of unauthorized vehicles is limited, ensuring a more orderly and accessible environment.
Exchange of foreign driving licenses
- Driving licenses issued in countries belonging to the European Union (EU) and the European Economic Area (EEA) (Iceland, Liechtenstein, and Norway): will be valid in Spain while they are valid, so their exchange is a voluntary procedure.
- Licenses issued in countries outside the EU and EEA: will only be valid for a maximum period of six months from the date of obtaining residency in Spain. After this period, the exchange will be mandatory to continue driving legally in the country.
It is important to note that it will not be possible to exchange a driving license if it was obtained in the country of origin when the person already had legal residency in Spain.

Registration of foreign vehicles
If a foreigner resides in Spain for more than 6 months, they must register their car in the country.
According to the Traffic, Motor Vehicle Circulation, and Road Safety Law and Law 38/1992, of December 28, on Special Taxes, if a foreigner establishes residency in Spain for more than 6 months (understood as habitual residence), they are required to register their vehicle in Spain.
It is important that, in addition to the license plate, the vehicle must comply with the technical inspection regulations and tax requirements established in Spain, such as the Circulation Tax.
If a foreigner fails to comply with this obligation and continues to drive with foreign license plates beyond the 6-month mark, they risk fines and penalties from the Spanish authorities.
